Does an organization really need to have a set of Policies to implement and institutionalize knowledge management? - Or Knowledge management can be enforced without any ‘stick & carrot’ policy?

Can knowledge sharing be enforced, if we label knowledge as ‘Power’? Who wants to give away his power to others? Can a ‘Google like’ working environment encourage more creativity? Or too much flexibility leads to misuse of facilities? How to inculcate knowledge sharing in the workplace, where the socio-cultural backgrounds of people are not open to sharing and participating?
These were the topics of discussion at the Gurteen Knowledge Café, held first time in Singapore facilitated by David Gurteen himself, in person
